Officials eye bigger budget on “Koko’s” resolution

CITY OF SAN FERNANDO — Officials from the lahar-ravaged town-Bacolor expressed optimism they will be getting bigger revenue allocation following the announcement of Senator Aquilino “Koko” Pimentel III that he would file a Senate Resolution exempting Bacolor from Section 285 of the Local Government Code (LGC) of 1991.

CITY OF SAN FERNANDO — Officials from the lahar-ravaged town-Bacolor expressed optimism they will be getting bigger revenue allocation following the announcement of Senator Aquilino “Koko” Pimentel III that he would file a Senate Resolution exempting Bacolor from Section 285 of the Local Government Code (LGC) of 1991.
Section 285 of the New Local Government Code provides that 50% of the basis in the release of the IRA is the actual population of the local government unit.
Mayor Jose Maria “Jomar” Hizon noted that Pimentel being the son of the author of the Local Government Code can be of big help in exempting the town from the present requirements of the Code in granting internal revenue to local government units.
Pimentel served as the guest of honor in the recent inauguration and blessing of the town hall extension building in Bacolor which was donated by the mayor’s parents—Angelo and Lolita Hizon—also owners of Pampanga’s Best.
Reports have it that the new edifice was constructed at an estimated cost of P6 million.
Pimentel in his speech admitted that the condition of the town should be treated as ‘special case’ considering that most of its inhabitants are still residing in resettlement centers but are depending heavily on their local officials here for social services.
It was learned that the population of Bacolor in 1990 before Mt. Pinatubo erupted was 67,259 and diminished to 25,238, based on the recent census by the National Statistics Office (NSO).
If the senate resolution of Pimentel will be approved, the population of the town prior to the eruption of Mt. Pinatubo will be the 50% basis on the release of this local government unit’s IRA share from the national government.
