CITY OF SAN FERNANDO - Local chief executives in the fourth district of Pampanga disclosed that several infrastructure projects by the Department of Public Works and Highways (DPWH) were implemented in their respective municipalities without proper coordination.
According to the mayors, these projects were funded by Congresswoman Anna York Bondoc-Sagum using her Priority Development Assistance Fund. (PDAF)
In a previous consultation attended by the ranking officials of DPWH in the regional office, some concerned members of the Pampanga Mayor's League and other affected stakeholders, the question of proper coordination of infrastructure projects regardless of the source of funds was raised by Mayor Arturo Nuguit of Minalin.
This was also the sentinent of Mayors Jerry Pelayo and Annette Balgan together with some mayors present in the previously concluded consultation held in the City of San Fernando.
Pelayo likewise stressed that several PDAF supported projects were constructed not in accordance with the approved municipal and provincial master development plan.
To support his claim, the mayor cited the multi million asphalting project of Arayat-Apalit setback levee, the upgrading of Baliuag-Candaba-Sta. Ana road along the portion of Barangay Paligui which collapsed due to poor engineering intervention, the asphalting of the national road in Barangay Pulong Palazan which is fully concreted and in good condition.
Pelayo also noted the recent road construction project in Barangay Pasig. "Giba sira, giba sira. Ang ayos ng aking mga kalsada tapos gigibain para i-justify lamang yung pondo," he lamented.
As this developed, the mayors requested the Department of Interior and Local Government through Secretary Jesse Robredo to strictly implement pertinent provisions of the Local Government Code on the matter of coordination of national projects with the local government units.
